About House Bill 6205
House Bill 6205, the “Reproductive Health and Access Act” (RHAA), is the most radically pro-abortion bill ever proposed in the State of Illinois. Because of its similarity to the Freedom of Choice Act (FOCA) favored by abortion advocates in Washington D.C., HB6205 has become known as “Illinois FOCA.”
The Six Anti-Life Provisions of HB6205
HB6205 contains six key anti-life provisions:
- HB6205 establishes abortion as a fundamental right, sweeping away all state restrictions on abortion. A weak exception is made for parental notification, but that wording could easily be changed at a later time. Sources in Springfield believe this is precisely the plan.
- HB6205 establishes a regime under which a woman could sue any government entity for “interfering with her access to abortion”. This could mean, for example, that a woman could sue a county hospital for not providing her with an abortion, which could lead to every county hospital in Illinois being forced to provide abortions.
- HB6205 requires Catholic hospitals to refer patients for abortions “in a timely manner,” something which the Catholic hospital system will not do.
- HB6205 rescinds local control over sex-ed, mandating comprehensive sex-ed “condom training” in elementary and high school, even for children as young as kindergarten.
- HB6205 requires taxpayer funding of abortion through Medicaid, which would likely mean tens of thousands of taxpayer funded abortions every year. The bill also covers funding for other “reproductive healthcare” services suchas contraception, in vitro fertilization and other fertility treatments that many Christians find morally reprehensible.
- HB6205 creates a liability shield for abortion providers, making it far more difficult for women to sue for damages in cases of botched abortion.
This bill is far out of the mainstream, especially in its provisions that overturn abortion restrictions and take decisions about sex-ed out of the hands of parents and local school boards.
Common Sense Abortion Restrictions Under Threat
By establishing abortion as a “fundamental right,” HB6205 would overturn or block all manner of restrictions on abortion, many of which are supported by the vast majority of Illinoisans, including:
- Protection for infants born alive after a botched abortion
- Requirements that only licensed physicians perform abortions, and
- Requirements that abortion facilities adhere to the same basic standards that apply to other ambulatory surgical facilities.
